Although there are no costs involved in the granting of certificates, some control and inspection procedures by governmental agencies do involve costs.
Live animals and animal products
A fee is collected by the Customs and Excise Administration at the Border Inspection Post (BIP) of the Luxembourg airport for import controls of live animals and/or animal products by the Administration of Veterinary Services (ASV):
- For animal products:
- 55 euros per lot up to 6 tons
- 9 euros for each additional ton up to 46 tons
- 420 euros per lot exceeding 46 tons
- for live animals expressed either by imported animal, or by imported ton:
- 55 euros per certificate
- 55 euros per lot up to 6 tons
- 9 euros for each additional ton up to 46 tons
- 420 euros per lot exceeding 46 tons.
Organic products
During controls performed by control agencies approved by the Administration of Agricultural Technical Services (ASTA), for controls on organic products at import, the fees are usually calculated on the basis of the portion of the company's revenue generated by organic products. For new requests, a non-reimbursable partial payment is requested when the file is opened.
Plants and plant products
Documentary controls, identity controls and phytosanitary controls on plants and plant products are performed upon payment of a phytosanitary fee to cover the costs incurred by these controls.
The fees are calculated in accordance with the following table:

In addition, supplementary fees may need to be reimbursed for certain special activities linked to the controls:
- unplanned travel by inspectors
- waiting times caused by delayed shipments
- controls performed outside of normal working hours
- supplementary controls or laboratory analyses
- special phytosanitary measures
- or translation of required documents.
